If you download something it is ONLY obviously written to your hard drive if and only if you are downloading to an installed OS that you are running at the time of the download. In the case of a Live CD/USB - you are downloading to RAM, and the downloaded item only gets written to your hard drive if and only if you mount the hard drive and write the item to the hard drive manually through a command line interface.
