Which installation method did you use to install that USB stick? As the
error message mentions, I bet you didn't install it using Tails
Installer, see:

https://tails.boum.org/doc/first_steps/installation/

Keep in mind that it is only possible to create a persistent volume on a
USB stick created using Tails Installer.
