I got your question forwarded to me by the Tails-support mail list. Did you setup your computer's BIOS to boot from your USB flash drive?

I believe your OS to be running Windows. If not, you must find a Windows machine because the below suggestions will not work on Linux with Wine.

Maybe my own question of March 5 to the mail list could further help you. (At least partially.) It follows below.

I want to be able to run Tails on public library "windows" computers without rebooting.

With this in mind, I installed tails-i386-0.22.1 to a 4GB flash drive with Universal-USB-Installer-1.9.5.2.exe as described in "Using a Portable Virtualbox to run Linux from USB" by www.pendrivelinux.com. However its installer did not display its -otherwise included- opportunity to set persistence. I emailed Pendrive about this; they answered: "Obviously Persistence feature is unsupported for TAILS." However, I know this is not true. Most likely it is due to VirtualBox on which their application depends.

I completed the USB installation on the public library's Windows computer. The resulting flash drive boots from the BIOS, but Tails is without persistence.

So, the question remains: "what must I do to achieve my original goal."

On reflection, a new iso file of a Tails version with a permanent built-in persistence capability may fool the installer. However, there may be better ways.

I would appreciate any suggestions on this matter.

BTW. I tried also Tibo's "LiLi USB Creator" with same results.
