Looking into the problem further, the file ifcpu64.32 appears to need to be a COM32R image and instead is according to the file command:
file ifcpu64.32
ifcpu64.c32: ELF 32-bit LSB shared object, Intel 80386, version 1 (SYSV), dynamically linked, stripped
