Sadly, this doesn't address "usability (e.g. displaying the material

Note that if this implementation is chosen, then per-user passphrase
choice MUST happen at persistence creation time, not after-the-fact.
Otherwise, the person who created the persistence still has access to
the secret encryption key material, regardless of whether the
passphrase has been changed or not. I guess this totally defeats the
purpose, since the idea is probably to prepare such USB sticks in
advance, prior to the workshop.

I can't think of any reasonable and straightforward way to implement
that right now :/  => I would advice distributing *two* devices per
participant, one with Tails on it, the other with whatever support
material one wants to ship, and then looking into better solutions to
this problem for the long-term.
