Hi , I am also a user of Tails and using VPN in order to climb over the GFW in China.
It seems Tails cannot be configured in any place to VPN, ssh, and whatsoever, through without the Tor Network. ( The only way to go without tor is the Unsafe browser.....) However, the way I set VPN + Tails /tor is that, Set up a router which is already set up a VPN tunnel, thus all the traffic in the subnet would go through that VPN tunnel. An alternative may be that you use another computer as a secondary router doing NAT transfer. On this computer you set up any proxy ( eg. VPN, SOCKS). However I have to mention that it seems that the Tails and Tor developers may not suggest this method in their documentations (VPN+TOR). But this is the only way for me to circumvent the censorship and blockage. See if my response would be of any help.
