I noticed no one wrote back to confirm this instruction works. I also had the same problem after upgrading to electrum 2.5.4 from 1.9.blah. I tried simply adding the below proxy info to the current config file, restarted electrum, and it connected with a quickness, showing my earlier test deposit to my electrum wallet.
Since I am paranoid, I went ahead and deleted the old wallet, created a new config file, then restored my wallet (basically just followed all your instructions verbatim below) because I remembered that old electrum 1.blah wallets are not compatible with the new electrum 2.blah wallets. Electrum still works like a charm, and with a compatible 2.blah wallet, taboot. I am now confident to use my electrum wallet for future transactions.
