I was reading a discussion that took place on the Tails dev mailing list in 
December of 2014.  It talked about the fact that the Tails dev weren’t sure how 
to prioritize the deployment of pluggable transports.  I think I might have an 
answer.
I have a DPI box that I use for testing censorship circumvention tools with.  
In the beginning of the year, the application signatures couldn’t filter OBFS3 
and other “Look like nothing” transports.  In mid February, the DPI engine got 
an update, and it can filter all “Look like nothing” transports.  Because of 
this, OBFS3 will not work.  This totally breaks Tails for anyone behind 
Cyberoam devices that are blocking Tor.  I think it would be good if Tails 
prioritized including FTE or Meek.  I am aware that you’re working on Meek, but 
what about FTE?  It will bypass Cyberoam.
