Yes, the system partition created by Tails Installer on the USB stick
has a FAT32 file system, see

The system file copied by dd follow the ISO9660 format which is
otherwise usually used from burning CD. It's read-only by default.

I'm not sure what you mean by "hidden" technically speaking here as it
could have many different meanings. But in neither cases "Tails
Installer" or "dd" the system partition is cryptographically hidden.
