I have a non-UEFI desktop system, that has the same memory wipe issue with 
Tails 2.4 on a USB flash drive, so, the issue in NOT one that only affects UEFI 
boot as you mention below.

Yes, this problem only affects UEFI boot as far as I know.

It may indeed be the case that it's not wiped completely. I doubt it
personally, but you can't be 100% certain without actually verifying
it, so better assume the worst case.

I'm sorry I have no good answer to that, unless you're up to fixing
the root cause of this problem in Tails :/
