I had a similar problem that fixed itself when I let the Tails cloning format 
the Memory stick.

Otherwise, try another memory stick and see if you get the same problem.

In the latest version of Tails 2.7, verified automatically by the Firefox 
extension, on a hodgepodge PC of various aftermarket parts, the second and 
final Tails USB will not boot, while the intermediary will boot fine. I have 
reformatted the second USB (which is the same make and model) and tested it 
multiple times. This is what the tails installer formatted it as:

Partitioning: GUID Partition table
Partition Type: EFI System (System, Legacy Bios Bootable, Read-only, hidden, no 
automount)
Contents: FAT 32-Bit version
