I also noticed an outage of tails.boum.org <http://tails.boum.org/> on some ISPs (yet still available via others) from ~March 13th-March 24th. Reported the problem to my ISP and the issue magically resolved when my ISP reported it upstream. I wondered if maybe Hurricane Electric was blocking the site for some reason? Other related sites such as dl.amnesia.boum.org <http://dl.amnesia.boum.org/> appeared to continue working just fine.
