https://labs.riseup.net/code/issues/11565#note-10 says: "In Tails
3.0~alpha1, the PGP feature of the Yubikey 4 now works out of the box
without installling additional packages. It works with Enigmail in
Thunderbird too."

So I would recommend you try the latest Tails 3.0 beta version :)
