What i find works best on macs is go through a linux first. I have not had a
single mac not boot tails, but you need 3 usb devices.
download a linux youn like
burn it to a usb stick 1 or dvd
boot and install to usb stick 2
boot usb stick 2 and follow the install instructions of tails to install tails
from linux on usb stick 3
happy booting usb stick 3 on mac.

This is expected if this is the "intermediary Tails" (which does not
support EFI boot), as opposed to one created with Tails Installer.
