The underlying map in OSM Fuel is definitely Google. Compare http://www.osmfuel.org/?lat=-36.73&lon=144.29 with the same area in OSM - http://www.openstreetmap.org/?lat=-36.7336&lon=144.2994&zoom=13 I agree the servo data isn't up-to-date. Reading the about page it sounds like it is simply about managing the metadata of gas stations to improve their quality.
