While it's not revocable, if the person who released the data under CC wasn't authorised to do so by the copyright holder, then the CC license wasn't valid in the first place. Whether that's how it went down in this case is open to question, so it wouldn't hurt to contact them and clear it up. You might also ask them how much creativity/definable authorship was involved in creating the database - if there isn't any you could mention that it's not copyrightable anyway.
