I've made the revisions, http://www.cse.unsw.edu.au/~amha119/botany-bay-relation2.osm
So I've used the multipolygon to make islands as inner, and left the other bays are separate bays. After I get this working I can then try to turn Congwong Bay at the East into an area, and then it can be debated if that is separate, or part of Botany Bay.
