That would be great. I randomly, through work, met with some of the VicMap people today, but I'd rather know a bit more of the background before I bring it up.
My understanding of the situation is they regard much of the data as "open", but they consider the Vicmap API a "value-add service", hence not open. But I don't know how they consider using the API to trace from - could depend a bit on exact phrasing.
