Yes, CC on it's own might not be enough. However there are already Australian CC BY datasets in OSM via a claimed blanket approval for all CC BY spatial datasets from data.gov.au see http://wiki.openstreetmap.org/wiki/Contributors#Australia (see also the discussion page)
There are also some CC-BY datasets from the data.vic.gov.au site listed on the OSM contributors page, but I don't see anything referenced to support their inclusion. I was hoping someone already knew more about this.
