I agree the larger government data set, from which I extracted the national park boundary shapefile, does appear to have an incompatible licence (see https://creativecommons.org/licenses/by-nc/2.0/). So by extension the extracted subset cannot be used.
Can you suggest another source for the landuse outline for this public national park? It must be available under a less restrictive licence somewhere - many other maps like google etc show the park boundary.
