The licence is more restrictive than the OSM use:

Any Map covered by the License may be used for any personal or educational
purposes without limitations, including decompilation, modification,
conversion and recompilation. Any professional use (including but not
limited to commercial, governmental or military use) may require separate
agreement with Authors if not stated otherwise.

So in most cases you will have to 'ask the author' and then you can ask at
once if their map is not 'build' on OSM data.... Quite some of the maps on
that site - at first sight -  seem to be OSM data processed for GPS-use.
