I have made one, you can find the result on my youtube page youtube/racerskin BUT - it takes only the date of the last edit of every roadsegment (and that is basically all you can get out of the dataset) - it is extremely processor consuming. Building the movies on my youtube pages lasted up to 12 hours (but that was on a computer that was 'fast' 5 years ago) - I have to dig deep into my 'archives' to find it back as it was just a on-time fun project to create it, and to change the area you will have to change the code, as some/most settings are hard coded.
