Personally, I don't think they are minimal in difference. There's one I
don't care to pass... the other one I do mind encountering on my way
(the license plate one). It seems something for this exists, with
special note for Belgium:

The only thing they do extra is applying an OCR to the images and look
them up in a database. For normal security cameras, we also don't know
what happens with the images (it's only forbidden to spread them).

We have more of those than the usual money makers alongside the
roads. For the record, they digitalise license plates and match
them against a database of vehicles with 'issues' (stolen, road
tax unpaid, etc ).
The only thing they don't do is record speeding, so taggin it
highway=speed_camera is useless.
