From the same lane page on the Wiki <http://wiki.openstreetmap.org/wiki/Key:lanes>: If the lane is also regulary opened with heavy traffic (spitsstrook <http://nl.wikipedia.org/wiki/Spitsstrook>) then it should be counted (lanes=2), if it is only used for emergencies it is a shoulder and should not be counted (lanes=1).
