If a map is old you can use it. The problem is that most of the
resources are not the old maps themselves. A plain and simple
reproduction (scan, photograph) is still fine, but once those are
nicely stitched together or are georeferenced things get tricky. Most
of the online resource fall in the tricky group.

Another question is what you would use those maps for? Apart from
rivers, I don't see a lot of use for them because they are so old. It
was more relevant before we had aerial images.

If someone is interested in old topographic maps, I have a decent pile
of them. The problem is that at the moment I don't have a good
inventory. Still working on that. Many date from the 60's, but I
estimate that there are 500+ from before WWII. I am certainly open to
putting them to use for OSM. But we are talking about paper maps which
would require a lot of work (scanning, georeferencing) before they
would be really usefull. And I don't make any promises about the
exactness of those maps.
