In short I explained that, generally, the new SPW servers do not serve the data in WMS and that what is served in WMS it is not served in EPSG:4326, except for the ortho photos (in fact, the "capabilities" announce 4326 support but the server returns blank data and JOSM configuration may fail (lots of WMS validation errors)). EPSG:4326 is considered a WMS requirement. All servers in the world use it except SPW. It's required in practice by JOSM. I reported this bug to SPW 5 or 6 years ago without an answer. I reported all that for the official OSM communication channel with SPW.
