I put aside the NID issue for awhile to talk about my new findings. There is
Open Source Software project JUMP that provides Road Matcher tools. JUMP is
a Java platform application to edit geospatial data and is mainly developed
by Vivid Solutions, a company from Victoria BC. The Road Matcher tools
include: conflation, tolerances, transfer attributes, transfer vertex, save
the matching result. JUMP is a graphic editor so you execute the Road
Matcher within JUMP. There are tools to complete the matching manually.

JUMP reads and wirtes in shape files. You can download JUMP and the Road

The download come with very good documentation. It is easy to install and
run. I'll give it a try.
