Partially answering my own question : A city map of Saint-Jean-sur-Richelieu, from the city itself, is available online here : http://www.ville.saint-jean-sur-richelieu.qc.ca/web/doc/Carteroutiere-2007824103123.pdf
It includes missing street names from the affected area. I assume this is public information. Hopefully, similar maps exist for other affected towns.
