Winnipeg's online data is limited and locked down. However, the data that Winnipeg Transit's api (http://api.winnipegtransit.com/) spits out is dedicated to the Public Domain. With a few modifications of their api is would be very easy to import every address in Winnipeg into OSM. I've put in a request for that feature but don't know if anything will ever come of it. In the meantime I'm trying to come up with a way to work around it.
