This is not correct – there are no mandatory tags, and there is no legal reason why a source tag can’t be removed. Incidentally, source tags are perhaps the ones most frequently removed as osm2pgsql drops them by default.
If you’re looking at doing an import http://wiki.openstreetmap.org/wiki/Import/Guidelines is what you need to read. It’s important to note the requirement to consult with both the talk-ca@ and the imports@ mailing lists. This is important because it means if you missed something else someone else might spot it.
