The email from Robert Giggey of Jan 24 5:27pm linked to on the wiki page
doesn't seem like a permission email for what I called situation 3.
I don't see him saying something along the lines of
"On Behalf of the city of Ottawa I hearby accept the OSM contributor terms,
and give explicit permission for this data set to be imported into OSM"
