Hi Guillaume, I'd like to help you with this as I've done so with Ottawa/Gatineau.
First step is to write a wiki arcticle to document what license the data is under and where the data is located. Example for Ottawa: https://wiki.openstreetmap.org/wiki/Canada:Ontario:Ottawa/Import/Plan I can help by providing a tasking manager so that people may help import the data in chunks instead of one massive dump. As John has stated if you license your data under the Federal Gov open data license v2.
