Gmbo; The people who map waterways disagree, and feel that a single tag for marine and land facilities is unwise. I agree: These features are different, and it is not possible to determine which is which by position alone. We do not want a person using "OSMand" to type in "dump station" and be directed to a Marine pumpout.
Regardless, the land stations seem ready for tagging. The scheme is much more unified than before, even if it is not as unified as you hoped. --- There are people already complaining about how many tags the new scheme takes.
