Mono ist für Linux IMO 2.Wahl. Versuche es doch mal mit Quantum Gis (qgis) . Du hast die Wahl zwischen der Kombination osm->shapefiles oder osm2postgresql, was im Anlauf aufwendiger, aber im Ergebnis flexibler ist.
