Hallo Alex,
I would tag them as surveillance. Speed camera is out of question from
the type of cameras and the directions. The cameras are on the main
roads and also directing into the side streets. They are every 50 meters
on the whole road between Airport and the government. So tagging every
one of the cameras makes not much sense.

Dear Mappers in Ethiopia,
in the past months there appeared lots of cameras on Bole Road.
Does anybody know whether they should be tagged as speed camera or
surveillance ?
