Hi Tero,

No, it is not ok to go ahead. You seem to have permission from THL only if they 
are mentioned in the http://www.openstreetmap.org/copyright page but to be able 
to have THL mentioned on that page would require you to agree with the OSM 
Foundation. Almost all data providers are mentioned on the page 
http://wiki.openstreetmap.org/wiki/Contributors. You could try to get 
permission from THL if they are mentioned on that page. There may be more 
reasons not to go forward. I suggest to try get more input from the OSM 
community before doing the import.
