Didn't need to find the URLs as JOSM already had these new layers available. But if for some reason your JOSM does not update then the URLs are available:
1. Go to https://github.com/osmlab/editor-layer-index/pull/323/files 2. Click load diff on the sources/world/DigitalGlobe....geojsons 3.
