There will always be a sign where a speed limit changes (usually 30mph) 
but there will only be reopeat signs if it is higher than the default 
(e.g. if a road is 40 in what would normally be a 30 area).

The boundary of the speed limit doesn't necessarily correspond with the 
boundary of the built-up area or any admin boundaries.

There used to be a rule that the default speed limit applied whenever 
there were street lights less than 50 feet(?) apart, but that was 
replaced by explicit signing many years ago.

You cannot rely on driver's common sense because so many do not possess it!
