First do the 'hundreds' and 'thousands'. Then it doesn't really matter whether you do 'four three two one' or 'fourty three twenty one', as both methods are in common use but... if it's for a voice produced by software, then the digit pairs will sound much more professional than single digits, which might sound a bit simplistic when used continuously.
