Clear as mud. I think what you are saying is that it is a regional route, and "should" therefore be an rcn, but that it will be nationally distinctive number, so you could call it an ncn.
I'd probably call it an ncn, since the distinction between regional and national routes is a bit arbitrary, and if it's all one national numbering system then it will be less confusing to call it all ncn and leave people to infer meaning from the number of digits if they want to (in the same way that we do for A roads).
