I would also add that is it tuned to only affect a tiny minority of
people making map calls.

Looking at yesterday only 13 addresses were ever blocked by the rate
limiter out of a total of 1984 addresses - that's about 0.5% of users.

Overall only just under 2% of requests were blocked by the rate limiter.
