On the flip side, there are many rendering issues that occur due to dodgy
layering. For example stray casings on roads where bridge sections merge
where some of the elements have different layer values. There were also a
lot of landuses with random layer tags which were no doubt put there in an
attempt to get the features to render properly a long time ago. I don't
believe they have any useful value now (or indeed even).

If people want to discuss layering rules further, can I suggest that we
discuss particular examples rather than generalities.

Here are a few examples:

I moved London Zoo from 'layer=-1" to the 'surface'.

I moved the Round Pond in Kensignton Gardens from 'layer=1' to ground level

I moved this section of the M25 from layer=1 back to ground level. In fact I
did it twice because chriscf moved it back when he ran his 'source:maxspeed'
bot - seems like a bug in his script to me. Incidentally The layer=1 tag had
originally been added to this way by DrMark back in 2008. I remember DrMark
splatting layer tags on rivers in my patch at the time and I asked him to
stop and put in bridges instead.
