I don't believe they have any useful value now (or indeed even). If people want to discuss layering rules further, can I suggest that we discuss particular examples rather than generalities. Here are a few examples: I moved London Zoo from 'layer=-1" to the 'surface'. http://www.openstreetmap.org/browse/way/40249606/history I moved the Round Pond in Kensignton Gardens from 'layer=1' to ground level http://www.openstreetmap.org/browse/way/3995472/history I moved this section of the M25 from layer=1 back to ground level. In fact I did it twice because chriscf moved it back when he ran his 'source:maxspeed' bot - seems like a bug in his script to me. Incidentally The layer=1 tag had originally been added to this way by DrMark back in 2008.
