The first three characters are the "Engineers Line Reference" and used by the civils engineers for a few tens of miles of track (the signalling people have a completely separate location coding, and the timetable planners yet another...).
For instance the line through Oxford is the DCL (Didcot to Chester line), but you'll need to have an interest in railway history to appreciate the logic of that.
