Both already exist, Leeds is here http://www.openstreetmap.org/browse/node/358309 and Manchester is here http://www.openstreetmap.org/browse/node/294001443 Both have the now obligatory collection of Russian and other names, which are just phonetics and not names used, there has been some discussion and has made me think not really valid. I think the only non-English name that is really valid here is the welsh name for Manchester. Leeds, however it is in the middle of a pedestrianised area, so makes routing results at best unhelpful as it directs you to a dead end side street.
