This would add the Wikidata ID Q3038 to both OSM objects place=island and
boundary=administrative of Heligoland because both objects in OSM could
link to the same Wikipedia article. That would be wrong because the ID of
the island is Q17043877.

Wikidata needs much consolidation. For example there existed only one
object for Heligoland in Wikidata before i fixed it. The object in WD
before described the island AND the municipality which is nonsense because
the objects have a different area and so on. That's why I wrote it as one
example on the Wiki-Page thus the mappers don't type in wrong Wikidata ID's.

In Wikidata at the moment there is a big consolidation ongoing because
there are also many duplicate objects. (Wikidata-objects were generated
from Wikipedia-articles. When the Wikipedia articles of different language
versions were not linked with Interwikilinks then there were created
duplicate objects in Wikidata).

In Germany we added the Wikidata-ID's to all administrative boundaries from
AL 4-8: http://forum.openstreetmap.org/viewtopic.php?id=24168&p=1
