That's a different route to NCN 279. NCN 279 goes north of Dartmoor, whereas the previously-tagged "NCN 28" went across it, via some old tramways IIRC. We discussed this in a thread starting at https://lists.openstreetmap.org/pipermail/talk-gb/2013-April/014649.html and there was no evidence for the route over Dartmoor ever having existed other than as a one-time proposal.
