I don't know anyone in GB who explicitly checks the "review_requested=yes" changeset tag, though it is available in QA tools such as OSMCha that can search those. I think people (in GB) are more likely to look for "new mappers near them" either by noticing new edits locally or via some other means (for example, a bot posts "first edits" to the #osm-gb IRC channel).
