Good question. Judging by taginfo, "building:material=pebbledash" does seem
to be the consensus. As for the low usage, the tag itself is barely used in
proportion to the number of mapped buildings in the UK. Even for brick
there are just shy of 100,000 entries in taginfo. Other things to bear in
mind are: it's an attribute that cannot be seen from aerial imagery, only
from the ground; pebbledash continues to fall out of favour as a treatment
generally and is more prevalent in some parts of the country than others (I
think it's still often found in Scotland). These may explain the low uptake
of the tag, but it is the right one.
