The Excel file you link to gives both 2016 and 2011 populations. For some townlands the population figures are suppressed and represented as -1, although in many cases it should be possible to infer them from the totals for Electoral Divisions and for Small Areas (statistical subdivisions of EDs which are the lowest level at which detailed figures are released) both of which make use of townland boundaries.
