Its not OSM data, I checked the data for Kozhikode (Calicut).The road names are 
not there and the data is different. The files are being served from 
here-http://gis.keltron.org/giskerala/

A few of the config files (.map)  are accessible and has IP/username/password 
for the 
DB.-http://gis.keltron.org/giskerala/igsg_kamap/IGSG_MAP/IGSG_files/outer_area.map

It could've been a different rendering of OSM data. The styling alone isn't 
sufficient.

Checking the data in OSM against this source, it's pretty clear it's a 
different data set. 
In the cities, it seems less comprehensive, but in the countryside it's more 
complete.
I wonder if anyone in Trivandrum would be able to comment on the reusability of 
the data. We did throw a mapping party there in 2007.
